This chapter warns against bad companions of both sexes [2:12 - 19], giving equal weight (four verses each) to men and women in parallel passages. The exact meaning of the phrase "strange woman" [ אשה זרה| ishah zarah] is a matter of some discussion among commentators. Is she a foreigner (non-Israelite)? A married woman? A harlot? Or is she just literally "strange", eccentric and unstable? We don't know.
And I think this is precisely the point: we don't know enough about her. We don't know her background, her marital status, her values or her character. She is appealing because she's mysterious, but she is also dangerous for exactly that reason. [109]
